During storm and flood conditions, the possibility of imminent danger resulting in damage means that the key lies in seeking refuge as early as possible. Consequently accurate information gathering and transmission of that information is particularly important.

We hope that each self-help disaster prevention association establishes a system to correctly understand the conditions of damage in the areas.

Information regarding storms and floods includes the following. Everyone should constantly discuss appropriate responses to this information.

Information in Preparation for Evacuation (Evacuation information for those requiring assistance for evacuation)

At this stage, persons such as evacuees, in particular, those persons requiring time in order to evacuate must commence evacuation.  This is the stage in which the possibility of damage to persons has increased.

At this stage, persons who can evacuate normally must commence evacuation.  This is the stage in which the possibility of damage to persons has clearly increased.

In this condition, the danger of damage to persons is extremely high due to presence of warning phenomena or current imminent conditions.

Pay Attention to the Following Matters during Information Transmission of Flood and Storm Warnings

  • Information regarding evacuation recommendations and orders or preparatory information for evacuation during storms and floods broadcast from public information vehicles may often be inaudible due to the noise of wind and rain and therefore sometimes evacuation recommendations may not be accurately transmitted to the public.
  • It is important that the self-help disaster prevention association promptly transmits information regarding evacuation recommendations and order or preparatory information for evacuation during storms and floods to the public.

Evacuation guidance and management of refuges during storms and floods largely depends on the regions in which the damage has occurred.

The self-help disaster prevention association must correctly understand the conditions of damage and conduct evacuation operations after confirming safe refuges and routes of evacuation.

  • The season or time in which a disaster occurs, the direction of the wind during a fire and other damage conditions results in differences in the route to safety and the refuges which need to be opened.  As a result, it is an important point to understand correct information so that you do not perform a mistaken evacuation due to not understanding information. 
  • It is important to review the system of assistance for people who need assistance during disasters and find it difficult to evacuate under their own power and ensure cooperation between all persons to avoid a person evacuating too late.

Pay Attention to the Following Matters When Managing Refuges

  • The self-help disaster prevention association should perform training under normal conditions to create a group to support the daily life, maintenance of health and provision of information and thus avoid disorder under disaster conditions.
  • Daily life at the refuge should pay special attention to the needs of persons such as the elderly or the disabled.

When Evacuating……

  • Walk, do not use a vehicle!
  • Leave messages for family members about the safety and destination of family.
  • Check that gas mains are turned off and circuit breakers are OFF.
  • Firstly go to the designated refuge.
  • Talk to your neighbors and evacuate together (help those people who need assistance during disasters).
  • Do not take narrow streets.
  • Observe the group rules at the refuse.
