Daycare Center

What is Daycare Center?

A Daycare Center is a child welfare facility that looks after children in cases where children’s guardians are unable to look after them due to work, illness, caring for invalids, or other reasons, and there are no other relatives in the house able to look after the children.

Requirements for Enrolling in a Daycare Center

(1) Working outside the home: the child’s guardians have regular jobs outside the home.

(2) Working at home: the child’s guardians have a regular job at home that keeps them from being with the child.

(3) Childbirth: the child’s mother is pregnant or has just given birth (a period of time lasting from two months before the expected birth date to two months after).

(4) Illness or handicaps: the child’s guardian is sick or injured, or has a mental or physical handicap.

(5) Caring for the ill: the child’s guardian is nursing a family member in the same home with a long-term illness or a mental or physical handicap.

(6) Home damage: the child’s home is being repaired for damage due to an earthquake, a windstorm and flooding, a fire, or some other disaster.

(7) Exceptions: in situations that the Mayor deems to be similar to the above.

Note: Those who work at least 16 days a month for four hours or more a day are considered to be working regular jobs.

Daycare Center Hours and Number of Enrollees

If the Daycare Center you wish to enroll a child in is already full, you will have to enroll in a different Daycare Center. If you wish to enroll in a Daycare Center outside the city, please consult the Child Welfare Office.

Daycare Center Fees

The fees for Daycare Center are determined according to household property taxes and city taxes. (Deductions for acquisition of residential property dividend credits do not apply.)

Free Daycare Center Tuition for a Third Child below the Age of Three

For households with 3 or more children under the age of 18, the third child below the age of 3 and any thereafter may enroll in Daycare Center free of charge.

Daycare Center Tuition Reductions for Single-Parent Households and Households with Handicapped Children

An exemption of half the standard tuition fee applies to level 3 and 4 households with single parents or at-home handicapped children or persons including:

Persons approved for a physical disability card

Persons approved for a developmental disability card

Persons approved for a mental disability health and welfare card

Persons receiving a special child support allowance and national handicap pension recipients

  •  Households that qualify as households with “at-home handicapped children or persons” are limited to those with children and related support obligations.

An application must be filed in order to receive the Daycare Center tuition fee waiver for having a third child under the age of three or the tuition fee reduction for single-parent households and households with handicapped children or persons.
